Women generally are excluded from political decision-making processes. The socio, economic and political models underpinning the design of institutional programs are of late have been seemingly gender-blind. Hence the gender mainstreaming and female capacity programme strategies to make some gender analysis into these models and evaluates the strengths and weaknesses from a gender perspective. More so the programme aims to empower young female capacities in influencing decision making at all levels.
In this regard SCMZ notes that along with empowerment, participation and gender equality, capacity building is seen as an essential element, if development is to be sustainable and centred on people.This programme also centres its emphasis on the respect of women to ensure the equal full participation of everyone in decision making at all levels.
